We must, however, observe that, underlying all these poetical imaginations, there is a deeper and wider law of human nature to which they unconsciously bear witness—the intimate connexion of religious mysticism with the passion of love. By this we do not mean the constant interference of the one with the other, whether for the purpose of stimulation, as with the naturalistic religions, or for the purpose of restraint, as with the ethical religions; but we mean that they seem to divide between them a common fund of nervous energy, so that sometimes their manifestations are inextricably confounded, as in certain debased forms of modern Christianity; sometimes they utterly exclude one another; and sometimes, which is the most frequent case of any, the one is transformed into the other, their substantial identity and continuity being indicated very frankly by their use of the same language, the same ritual, and the same aesthetic decoration. And this will show how the decay of religious belief may be accompanied by an outbreak of moral licence, without our being obliged to draw the inference that passion can only be held in check by irrational beliefs, or by organisations whose supremacy is fatal to industrial, political, and intellectual progress. For, if our view of the case be correct, the passion was not really restrained, but only turned in a different direction, and frequently nourished into hysterical excess; so that, with the inevitable decay of theology, it returns to its old haunts, bringing with it seven devils worse than the first. After the220 Crusades came the Courts of Love; after the Dominican and Franciscan movements, the Renaissance; after Puritanism, the Restoration; after Jesuitism, the Regency. Nor is this all. The passion of which we are speaking, when abnormally developed and unbalanced by severe intellectual exercise, is habitually accompanied by delirious jealousy, by cruelty, and by deceit. On taking the form of religion, the influence of its evil associates immediately becomes manifest in the suppression of alien creeds, in the tortures inflicted on their adherents, and in the maxim that no faith need be kept with a heretic. Persecution has been excused on the ground that any means were justifiable for the purpose of saving souls from eternal torment. But how came it to be believed that such a consequence was involved in a mere error of judgment? The faith did not create the intolerance, but the intolerance created the faith, and so gave an idealised expression to the jealous fury accompanying a passion which no spiritual alchemy can purify from its original affinities. It is not by turning this most terrible instinct towards a supernatural object that we should combat it, but by developing the active and masculine in preference to the emotional and feminine side of our nervous organisation.136 III. Whether there exist any realities beyond what are revealed to us by this evidence, and what sensible evidence itself may be worth, were problems already actively canvassed in Aristotle’s time. His Metaphysics at once takes us into the thick of the debate. The first question of that age was, What are the causes and principles of things? On one side stood the materialists—the old Ionian physicists and their living representatives. They said that all things came from water or air or fire, or from a mixture of the four elements, or from the interaction of opposites, such as wet and dry, hot and cold.332 Aristotle, following in the track of his master, Plato, blames them for ignoring the incorporeal substances, by which he does not mean what would now be understood—feelings or states of consciousness, or even the spiritual substratum of consciousness—but rather the general qualities or assemblages of qualities which remain constant amid the fluctuations of sensible phenomena; considered, let us observe, not as subjective thoughts, but as objective realities. Another deficiency in the older physical theories is that they either ignore the efficient cause of motion altogether (like Thales), or assign causes not adequate to the purpose (like Empedocles); or when they hit on the true cause do not make the right use of it (like Anaxagoras). Lastly, they have omitted to study the final cause of a thing—the good for which it exists. Out of this eternal unchanging divine substance, which he calls aether, are formed the heavenly bodies and the transparent spheres containing them. But there is something beyond it of an even higher and purer nature. Aristotle proves, with great subtlety, from his fundamental assumptions, that the movement of an extended substance cannot be self-caused. He also proves that motion must be absolutely continuous and without a beginning. We have, therefore, no choice but to accept the existence of an unextended, immaterial, eternal, and infinite Power on which the whole cosmos depends. The analogy between modern Europe and the Roman262 empire is, however, as we have already hinted, merely superficial. It has been shown in the course of our analysis that to ensure the triumph of superstition in the old world something more was necessary than the destruction of aristocratic government. Every feeling of liberty—except the liberty to die—and almost every feeling of self-respect had to be crushed out by the establishment of an authoritative hierarchy extending from the Emperor down to the meanest slaves, before the voice of Hellenic reason could be hushed. But among ourselves it is rather of the opposite fault—of too great independence and individualism—that complaints are heard. If we occasionally see a hereditary monarch or a popular minister invested with despotic power, this phenomenon is probably due to the circumstances of a revolutionary period, and will in course of time become more and more exceptional. Flatterers, parasites, and will-hunters are not an increasing but a diminishing class. Modern officers, as a body, show none of that contempt for reasoning and amenability to superstition which characterised the Roman centurions; in France, military men are even distinguished for their deadly hatred of priests. And, what is more important than any other element in our comparison, the reserves which modern civilisation is bringing to the front are of a widely different intellectual stature and equipment from their predecessors under Augustus and the Antonines. Since the reorganisation of industry by science, millions of working-men have received an education which prepares them to understand the universality of law much better than the literary education given to their social superiors, which, indeed, bears a remarkable resemblance to the rhetorical and sophistical training enjoyed by the contemporaries of Maximus Tyrius and Apuleius. If as much cannot be said of the middle classes, they are at any rate far more enlightened than Roman provincials, and are likely to improve still further with the spread of education—another peculiarly modern phenomenon.263 On this point we have, indeed, something better to argue from than à priori probabilities. We see before our eyes the rationalistic movement advancing pari passu with the democratic movement, and, in some countries, overtly aided by it. To say that this alliance has been provoked by an accidental and temporary association of monarchy and aristocracy with Church establishments, is a superficial explanation. The paid advocates of delusion know well where their interest lies. They have learned by experience that democracy means the education of the people, and that the education of the people means the loss of their own prestige. And they know also that, in many cases, the people are already sufficiently educated to use political power, once they have obtained it, for the summary destruction of organised and endowed superstition. What has been said of popular influence applies equally to the influence of women. When they were either not educated at all or only received a literary education, every improvement in their position was simply so much ground gained for superstition. The prospect is very different now. Women are beginning to receive a training like that of men, or rather a training superior to what all but a very few men have hitherto enjoyed. And the result is that, wherever this experiment has been tried, they have flung aside traditional beliefs once supposed to be a necessity of their nature even more decisively and disdainfully than have the professors by whom they are taught. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China鈥揢.S. relations.
